On August 5, GDE held its 2026 mid year work conference. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference thoroughly implemented the spirits of the 20th National Congress of the Communist Party of China and the plenary sessions of the 20th Central Committee, and fully rolled out the arrangements of the superior’s 2026 mid year work conference. It systematically reviewed and summarized GDE’s operational development achievements in the first half of the year, and refined key priority tasks for the second half of the year. Members of GDE’s leadership team, chief technical engineers, middle level and above cadres, as well as staff representatives attended the conference.

At the meeting, Zhang Chengfeng, General Manager of GDE, conveyed the spirits of the superior’s 2026 mid year work conference. Wang Shanyu, Deputy General Manager of GDE, reported on GDE’s production and operation performance for the first half of the year. Heads of various departments exchanged views on key work and measures for the second half of the year focusing on market development, stable production and revenue growth, quality driven efficiency improvement, and cost control. GDE’s leaders delivered speeches in combination with their respective responsibilities.Zhang Chengfeng delivered a speech entitled Embracing New Mindsets, Enforcing Rigid Implementation, Achieving Closed loop Outcomes, and Fully Striving to Deliver the 2026 Annual Targets. He put forward work requirements from three dimensions: mindset and attitude as the source for breaking through bottlenecks, assessment and management as the foundation for solid development, and execution and closed loop management as the decisive factor for success.

Li Zhenzhou, Party Secretary and Chairman of GDE, delivered a concluding speech entitled Pressing Forward with Vigour, Overcoming Bottlenecks, and Fully Seizing the Initiative for a Good Start of the 15th Five Year Plan. Based on industry trends and GDE’s actual business conditions, he arranged follow up work covering Party building leadership, in depth market cultivation, revenue generation, and lean management.

Li Zhenzhou emphasized the following points: First, strengthen Party building leadership, deepen the integration of Party building and business, and consolidate the anchor for development. Step up theoretical political education, continuously optimize the development of primary level Party organizations, enrich the connotation of Party building brands, and advance the integration of Party building and business. Regularly carry out warning education, improve work style development, and foster a sound and upright working environment.

Second, cultivate markets across all domains, optimize business mix, and consolidate the foundation for growth. Tap into the domestic existing market by targeting high value clients, exploring secondary demands from existing clients, moving marketing front ends forward, and implementing specialized and organized marketing initiatives. Smooth business collaboration pathways, innovate partnership empowerment models, enhance capabilities for delivering integrated comprehensive solutions, and drive business transformation from “undertaking projects” to “creating and value adding to projects”. Precisely explore key overseas regions to expand overseas incremental markets while strictly guarding against overseas related risks.

Third, coordinate project management and control, push for revenue and payment collection, and safeguard the lifeline of capital. Fully sort out existing contracts on hand, strengthen full cycle progress tracking and milestone based assessment, and accelerate revenue conversion from existing contracts. Further implement tier based and categorized management of “two funds”, carry out special regular campaigns for clearing outstanding receivables, concentrate efforts on project settlement and collection of quality guarantee funds, and deliver precise reduction and control of “two funds”.

Fourth, advance refined management, unlock internal potential for efficiency gains, and galvanize internal driving forces. Continuously optimize the operating cost structure and strictly enforce cost reduction and expense control. Boost cross departmental collaboration, improve post competency evaluation systems, conduct multi level professional training, and enhance project delivery efficiency and per capita output. Enforce rigid compliance with institutional requirements, organize regular compliance training and case promotion, and reinforce the compliance control line of defence. Improve the work safety responsibility system, refine work safety emergency response plans, and strictly uphold the bottom line requirements for work safety. Further promote scientific technological innovation and digital intelligent empowerment to consolidate GDE’s core competitive strengths.
